This is a petite turtle Tea Bag Holder, Spoon Rest or Universal Catch All.  The turtle is lying on his back with feet up, a teabag or small spoon fits perfectly in the center of the turtles belly.  Glazed with a specialty glaze the placement of the color is random.  Due to the type of glaze used the spots on the one you received may vary from the fish in the photo.

The turtle measures 2 1/2“ wide x 3 1/4“ long.
